About Us

Fully Tek Charters was created in 2012 by owners Greg and Allisha Hilliard.
The company began when they purchased and rebuilt their 28 foot Kingston Seasport.
Greg and Allisha are active scuba divers and have always had a passion for being on and in the water.

Allisha Hilliard

Allisha is an experienced recreational and technical scuba diver whose passion for diving began when she earned her first certification in 2010. Since then, she has travelled extensively, seeking out unique and challenging dive destinations around the world, including Antarctica. Her primary interests are Great Lakes shipwreck exploration and Florida cave diving, where she has developed extensive experience in demanding overhead and technical environments.

Throughout her diving career, Allisha has earned a broad range of recreational and technical certifications, including Full Cave, Open Circuit Trimix, and MOD 2 CCR (rebreather) certifications. She has also participated in several underwater exploration projects in Northern Ontario, contributing to the exploration and documentation of remote dive sites.

Professionally, Allisha works full-time as a Business Advisor, bringing strong relationship management, leadership, and problem-solving skills to both her career and the diving community. She holds both a Master of Science and a Bachelor of Education, combining a strong scientific background with a passion for teaching. These qualities naturally led her to become a certified Scuba Instructor. Although she has stepped back from active instruction in recent years to focus on raising her daughter, she continues to enjoy mentoring divers and sharing her enthusiasm for the underwater world with both new and experienced members of the diving community.

Her passion for diving extends beyond the water. Allisha is the co-owner of Fully Tek Marine and is dedicated to supporting the diving community and promoting safe, high-quality diving experiences.

In addition to her diving credentials, Allisha holds a Transport Canada Master’s Limited Certificate of Competency. She regularly serves as crew aboard The Planet Express and Swayze Express supporting recreational diving, boating operations, and marine activities.

Greg Hilliard

Greg has been an avid scuba diver since earning his certification at the age of 16, giving him more than 25 years of diving experience. Throughout his diving career, he has earned an extensive range of recreational and technical diving qualifications, including Full Cave, Trimix, CCR MOD3, and Divemaster certifications. Greg has also completed Global Underwater Explorers (GUE) training and continues to advance along the GUE pathway.

Greg’s passion for diving has taken him across the Great Lakes and throughout Florida’s renowned cave systems, where he spends as much time as possible during the winter months. He has participated in numerous underwater exploration projects and is passionate about sharing his knowledge with others. Whether discussing the history of Great Lakes shipwrecks, cave diving, or technical diving practices, Greg enjoys educating divers and the public while helping preserve the stories hidden beneath the surface.

Outside of diving, Greg is an accomplished mechanic with extensive experience repairing and rebuilding everything from small engines and automobiles to boats and heavy equipment. His passion for problem-solving and mechanical innovation inspired him to establish both Fully Tek Mechanical, his primary business, and Fully Tek Marine. He is also the co-founder and owner of Subsea Propulsion Systems, where he designs and manufactures high-performance diver propulsion vehicles (DPVs) for recreational and technical divers. Greg personally rebuilt and refabricated both the Planet Express and Swayze Express, transforming them into safe, reliable, and well-maintained dive charter vessels. He takes tremendous pride in continually maintaining and improving the boats to ensure every diver enjoys a comfortable, efficient, and memorable charter experience.

In addition to his diving credentials, Greg holds a Transport Canada Master’s Limited Certificate and serves as the primary captain of both the Planet Express and Swayze Express. Whether operating charters, maintaining the vessels, manufacturing innovative diving equipment, or supporting underwater exploration, Greg is dedicated to providing safe, professional, and enjoyable diving experiences for every guest who joins Fully Tek Marine.
